ILO pub-WEP pub-PREALC pub. Working paper on educational planning for 1984-2000 within a basic needs framework in Ecuador - describes the institutional framework and educational system, problems and programmes of functional literacy, basic education, primary education and secondary education; includes estimates and projections of educational needs, educational expenditure, literacy rate, teacher shortage, etc. Bibliography.
