Abstract

Cette étude vise à simuler un système de retraite fonctionnant en points, dans l'optique de la réforme en préparation visant à l'instauration d'un régime universel en points. L'objectif de ce rapport est de se concentrer sur la définition des règles de pilotage du système. En particulier, quelles sont les règles d'or du système qui devraient faire l'objet d'engagements forts de la part du législateur pour garantir les droits de retraite ? Dans quelle mesure une partie du pilotage peut faire l'objet de décisions plus flexibles, au fil de l'eau ? La méthodologie de ce travail repose sur une analyse théorique et la simulation de chocs démographiques et économiques afin d'étudier les conséquences pour la soutenabilité du système et le niveau des pensions, de différentes règles de pilotage. Il s'agit de soumettre le système de retraite à des stress test, à l'instar des tests de résistance bancaire simulés par les banques centrales.
