Abstract

Mesoeconomic intervention by the state is often contested, prohibited even in the liberal space in which the state must remain neutral. However, during economic crises, public authorities are often called upon to "restart" the economic machine. In the context of globalisation, the State is enjoined not to intervene in business competition, but the fact remains that States intervene in view of the importance of their economic weight in the national economy. It can directly or indirectly conducts an industrial policy, promote basic research and research and development, and support new technologies. It can also take action in the agricultural field, but the European Union and the Common Agricultural Policy currently carry out this responsibility.
