A policy scheme to reduce nitrate pollution. The case of livestock rearing

Abstract

L'élevage intensif est sans aucun doute la plus importante source d'azote dans de nombreuses zones. Il y a un problème de nitrate lorsque l'azote mis en oeuvre, quelle que soit son origine, n'est pas utilisé par les plantes et percole dans les aquifères, ou est perdu en ruisselant. Il y a des surplus d'azote parce que le système de prix ne tient pas compte des dommages à l'environnement. Dans la plupart des pays, les politiques mises en oeuvre s'appuient sur des mesures réglementaires. Au niveau de l'Union européenne, la directive "nitrate" illustre bien l'approche réglementaire pour contrôler les émissions polluantes. D'autres voies pourraient néanmoins être choisies pour améliorer la situation actuelle. Des mesures économiques se révèlent être un moyen efficace de réduction significative de la pollution par les nitrates de l'élevage intensif.
