La qualité de l’emploi en France : tendance et cycle

Abstract

Une définition de la qualité de l’emploi a été proposée par la Commission européenne et adoptée par le Conseil européen de Laeken en décembre 2001. L’objet de cette étude est d’appliquer cette définition multidimensionnelle et relative sur des données françaises couvrant la période 1982-2002. Après avoir construit dix indicateurs représentatifs de chacune des dix dimensions de la qualité de l’emploi, nous les synthétisons à l’aide de plusieurs indicateurs composites estimés à l’aide de techniques statistiques inspirées de l’analyse conjoncturelle. On applique des décompositions cycle-tendance et l’analyse en facteurs communs, afin de déterminer les propriétés temporelles de ces indicateurs synthétiques. Deux résultats paraissent robustes à une grande variété de techniques et de tests. 1) La qualité de l’emploi définie selon Laeken a une allure procyclique, elle s’améliore systématiquement avec les embellies conjoncturelles ; 2) elle augmente de façon tendancielle.
