Abstract

Dans l'ouvrage que Van Parijs a consacrŽ en 1995 aux fondements philosophiques et Žconomiques du projet d'allocation universelle, le chapitre IV est dŽdiŽ au problme du financement Ç soutenable È d'une telle mesure. Les Ç rentes d'emploi È y sont prŽsentŽes comme un troisime type de ressources susceptibles d'Žlargir l'assiette fiscale du financement, ˆ c™tŽ des Ç ressources externes È et des Ç ressources internes È des individus. Les difficultŽs d'exploitation de telles rentes lŽgitiment l'exploration d'une stratŽgie alternative de financement fondŽe sur la flexibilitŽ Ç walrassienne È des salaires, laquelle permet de rŽduire une certaine contradiction entre l'acceptation par Van Parijs de rentes de situation liŽes ˆ l'emploi et sa volontŽ ultŽrieure (chapitre VI) d'Ç optimiser È le capitalisme. Incidemment, la diffŽrence rŽelle entre allocation universelle et imp™t nŽgatif sur le revenu est aussi rŽexaminŽe.
