La política de educación superior en el fortalecimiento de las instituciones técnicas y tecnológicas en Colombia

Abstract

Este artículo es fruto de los resultados de la investigación evaluativa que realizó el Ministerio de Educación Nacional (MEN) de Colombia a dieciséis instituciones de educación técnica y tecnológica adscritas a este organismo del Estado. Mediante un abordaje cuantitativo, se estudió la asociación entre la gestión y los resultados de las instituciones y la apropiación de elementos de la política educativa disenada para tales fines. En síntesis, se encontró una débil correlación que no resultó efectiva al realizar las pruebas de hipótesis. Los resultados sugieren que el desempeno institucional no se explica contundentemente con la participación en los proyectos emprendidos por el MEN en el marco de la política, lo cual puede significar que las capacidades y los contextos institucionales son su determinante o que los programas que emprendió el MEN fueron poco pertinentes respecto a las necesidades particulares de las instituciones, o demasiado estandarizados que no llegaban hasta las raíces de las problemáticas institucionales.
