Abstract

En este trabajo se analiza la estructura económica del Departamento de La Guajira y su evolución reciente. Debido a sus singular idades geográficas, históricas y culturales, para entender la situación social y económica del departamento es necesario hacer un recuento, así sea sucinto, de las mismas. En el documento se hizo un análisis de las regalías de carbón y gas, capitalizando sus valores anuales en el año 2005, para poder ponderar su efecto global sobre el ingreso de largo plazo. El resultado muestra que el atraso económico de La Guajir a antes del gas y el carbón era tan grande que el rápido desarrollo de un solo sector no es suficiente par a dinamizar toda la economía y as í producir un buen nivel de bienestar para sus habitantes. Por ultimo, se estudia la situac ión del capital humano guajiro, en cuanto a cobertura y calidad, enfatizando la relación estrecha entre este y la etnicidad.
