Un modello per la valutazione della sostenibilità territoriale delle filiere agroalimentari: struttura e applicazione alla sfera ambientale

Abstract

Questo lavoro si pone l’obiettivo di proporre un approccio interpretativo che sia in grado di guidare la valutazione della sostenibilità delle diverse forme organizzative delle filiere agroalimentari, offrendone una prima applicazione alla misura della sostenibilità ambientale di diversi modelli di filiera. Il modello proposto nel lavoro adotta un approccio a tre sfere – ambiente, società, economia – per definire la sostenibilità della filiera agroalimentare, articolandosi secondo una struttura gerarchica in cui a ognuna delle tre dimensioni corrispondono alcune variabili di misura. La valutazione quantitativa di tali variabili è legata a un set di indicatori, la cui integrazione fornisce una espressione sintetica della sostenibilità di una filiera. Per la sfera ambientale, in particolare, si individuano due variabili – l’impatto delle attività della filiera sulla source function e sulla sink function dell’ecosistema – espresse da un set di cinque indicatori. Nel paper, dopo aver argomentato la scelta di valutare l’impatto ambientale delle diverse filiere agroalimentari all’interno di un riferimento territoriale comune, viene proposta una prima applicazione del modello riferita al confronto fra tre diverse tipologie di filiera della mela da tavola - grande distribuzione, commercio al dettaglio e filiera corta - nella provincia di Viterbo. Di queste filiere si valuta il livello di sostenibilità ambientale attraverso la misura dei relativi indicatori. I risultati mostrano il diverso impatto delle tre filiere sulla source function e la sink function, evidenziando che, se si adotta una prospettiva territoriale, non è possibile affermare che le filiere corte siano in termini assoluti ecologicamente più sostenibili di altri modelli di filiera, come invece sostenuto da molta letteratura sul tema. Il paper si conclude con una discussione sull’opportunità che i decision-maker, nell’ottica di perseguire un obiettivo di maggiore sostenibilità del sistema locale, basino le loro politiche di promozione e di sostegno alle diverse tipologie di filiera considerando con attenzione il loro effettivo impatto ambientale all’interno del territorio.
