Abstract

Este documento corresponde al Capítulo I del libro Educación, eficiencia y equidad editado por Ernesto Cohen, funcionario de la División de Desarrollo Social, CEPAL. El libro fue publicado en una edición conjunta de CEPAL/OEA y Ediciones SUR, bajo la Colección Estudios Sociales. ¿Qué hacer para favorecer la equidad en la educacción? Tal es la pregunta que guía las refexiones presentadas en este trabajo. Ellas tienen como propósito generar criterios para una asignación de recursos que permita disminuir las desigualdades actualmente existentes en la educación. Ningún sistema educativo es capaz de crear igualdad de conocimientos. La pregunta relevante es, entonces, si existen políticas educativas que produzcan sistemas capaces de acortar las brechas existentes entre los distintos grupos sociales, potenciando el quantum de capital humano requerido por el desarrollo económico y social. Dado que este estudio ha tomado la asignación de recursos como el eje de concreción de los criterios de equidad, hay dos preguntas relacionadas que se deberían contestar. En primer lugar, ¿cuál es la relación entre magnitud del financiamiento y calidad de la educación? Quizás una cierta meseta de financiamiento es esencial para la calidad, pero una vez alcanzado este nivel no es el factor más importante para alcanzar mejorías adicionales. En segundo lugar, ¿qué estrategias permiten avanzar por el sendero de una mejor calidad y equidad educativa? En los esfuerzos actuales por mejorar la calidad de la educación en América Latina y el Caribe, un aspecto fundamental es la búsqueda de maneras eficientes y eficaces de gestionar los recursos disponibles -dinero, personas y conocimiento- de manera de aumentar también la equidad en la educación. El punto está en lograr una focalización adecuada de los recursos, de manera de reducir las brechas en desempeño escolar asociadas a las diferencias de estrato socio-económico y, en particular, a la transmisión intergeneracional de la pobreza.
