Digitalizacio\x{0301}n de las licencias me\x{0301}dicas en el sistema educativo pu\x{0301}blico de la Provincia de Buenos Aires: Modernizacio\x{0301}n del Estado para una mejor educacio\x{0301}n

Abstract

La provisio\x{0301}n de servicios educativos es una de las principales tareas del sector pu\x{0301}blico en muchos pai\x{0301}ses de Ame\x{0301}rica Latina. En Argentina, este sistema cubre aproximadamente al 78 % de los alumnos en la educacio\x{0301}n no universitaria. Mientras ma\x{0301}s grandes sean los sistemas educativos mayores sera\x{0301}n los retos para la gestio\x{0301}n eficiente de sus recursos humanos. En particular, la tramitacio\x{0301}n de las licencias por motivos me\x{0301}dicos y las correspondientes coberturas de horas de suplencias implican un gran caudal de tra\x{0301}mites y la intervencio\x{0301}n de numerosos intermediarios. El avance tecnolo\x{0301}gico supone una oportunidad para estos procesos, ya que una parte de los tra\x{0301}mites asociados puede automatizarse y permitir asi\x{0301} notables ganancias de eficiencia. Estas potenciales ganancias son de diversa naturaleza: una mayor rapidez para cubrir las suplencias necesarias (reduciendo la cantidad de di\x{0301}as sin docente frente a aula), la posibilidad de un monitoreo ma\x{0301}s sistema\x{0301}tico tanto de posibles maniobras fraudulentas como de las condiciones epidemiolo\x{0301}gicas de la poblacio\x{0301}n docente y no docente, entre otras. Este documento revisa la experiencia del sistema de licencias me\x{0301}dicas electro\x{0301}nicas en la provincia de Buenos Aires (Argentina), describiendo las principales caracteri\x{0301}sticas de la reforma y las ganancias esperadas de su implementacio\x{0301}n.
