Das Humankapital der EU-Beitrittskandidaten

Abstract

Das formale Bildungsniveau der mittel- und osteuropäischen Beitrittskandidaten zur Europäischen Union ist mit dem der bisherigen EU-Mitglieder vergleichbar, und es bietet gute Bedingungen für einen wirtschaftlichen Aufholprozess. Allerdings hat der aus dem Übergang zur Marktwirtschaft resultierende Strukturwandel das Humankapital der älteren Arbeitnehmer teilweise entwertet. Zudem sind die derzeitigen Weiterbildungsanstrengungen in Mittel- und Osteuropa nicht ausreichend. Für die Innovationsfähigkeit und den wirtschaftlichen Aufholprozess ist es ferner wichtig, dass zwischen der bisherigen Europäischen Union und den Beitrittskandidaten enge Informationsnetze geknüpft werden. Probleme entstehen allerdings, wenn Humankapital verstärkt dem Bildungssektor entzogen wird oder ins Ausland wandert. Die Beitrittskandidaten verfügen dennoch aufgrund ihres vergleichsweise hohen Humankapitals bei niedrigen Arbeitskosten über gute Aufholbedingungen.
