Konkurrenz und Kooperation von Hochgeschwindigkeitsverkehr auf der Schiene und Flugverkehr. Intermodales Reisen in Europa und Perspektiven für Österreich

Abstract

Aufgrund des stetigen Ausbaues des Eisenbahn-Hochgeschwindigkeitsnetzes, der anhaltenden Urbanisierung, wachsenden Globalisierung und einer Reihe anderer Faktoren überschneiden sich die Markteinzugsgebiete von Schienen- und Luftverkehr immer stärker. Dadurch ergeben sich neben einem intensiveren Wettbewerb auch Kooperationsmöglichkeiten zwischen beiden Verkehrsträgern im Sinne intermodalen Reisens, die im Fokus der jüngsten Agenda politischer und wirtschaftlicher Akteure des Fernverkehrs stehen. Der erhoffte Nutzen ist allerdings oftmals unklar bzw. routenspezifisch, wird manchmal überschätzt, oder Effekte bleiben unberücksichtigt, sodass der gesamtgesellschaftliche Vorteil sowie die Rechtfertigung des Ausbaues der entsprechenden Infrastruktur teils zweideutig bleiben. Die verstärkte intermodale Einbindung des Flughafens Wien–Schwechat durch den Bau des Fernverkehrsbahnhofs kann zwar eine positive Entwicklung auslösen, die aber nur ex post anhand der Verkehrsströme verlässlich analysiert werden kann.
