Les technologies de l’information et de la communication réduisent-elles la corruption ? Le cas des pays arabes

Abstract

L’objectif principal de cet article consiste à déterminer l’effet d’Internet et de l'e-gouvernement sur la corruption dans le cas de 20 pays arabes sur la période allant de 2005 à 2018. Sur la base d’un modèle économétrique estimé sur des données de panel dynamique au moyen de la méthode GMM en système, nous mettons en évidence l’effet d’Internet et de l'e-gouvernement sur la réduction de la corruption, et ce aussi bien pour l’ensemble des pays arabes que pour deux sous-groupes de pays dont le développement des technologies de l’information et de la communication et les niveaux de corruption sont différents : les pays du Golfe et les autres pays arabes. Le niveau de corruption reste ce-pendant élevé et/ou ne s’est pas réduit dans de nombreux pays du fait de la faible qualité des institutions.
