Regional Government Expenditure Efficiency Evaluation for Housing and Utilities in Russia

Abstract

The article provides an assessment of the effectiveness of regional budget expenditures on public utilities and improvement as the two most costly subsections of the housing and communal services sector, which are within the competence of the constituent entities of the Russian Federation. According to calculations based on the data of 2015–2019, only 17 regions in Russia can be classified as relatively efficient. Conditionally inefficient regions have the potential to save the corresponding costs in the amount of about 200 billion rubles per year in comparable prices of 2019. Based on regression estimates, the article also confirms the importance of using public procurement as a more transparent budget tool compared to other types of spending to ensure their efficiency.
