Проблема Формирования Национальной Инновационной Системы

Abstract

Обсуждаются различные подходы к формированию национальной инновационной системы (НИС). В настоящее время попытки ее построения напоминают "шоковую терапию", в то время как более плодотворной является стратегия промежуточных институтов. На начальной стадии она должна предусматривать создание механизмов, позволяющих наращивать абсорбционную способность страны. По мере приближения к мировой "технологической границе" их следует постепенно дополнять институтами собственно инновационного развития. Рассматриваются факторы, влияющие на абсорбционную способность. Анализируются механизмы заимствования и характерные черты экономической политики, стимулирующей модернизацию. Показано, что для реализации такой политики необходима система индикативного (интерактивного) планирования. Намечен подход к измерению абсорбционной и инновационной способностей. Опыт стран "экономического чуда" подтверждает предлагаемую концепцию. Он также свидетельствует о том, что на стадии имитации решающую роль играют крупные фирмы и банковская система. По мере перехода к инновационному пути развития растет значение мелких и средних фирм и финансовых рынков.
