Evaluation of the cost-effectiveness of the Russian Federation within the state programs

Abstract

Transition to the formulation and execution of regional budgets on the basis of state programs makes it necessary to assess the effectiveness of expenditure under the program approach. The article deals with the definition of the effectiveness of budget spending in the federal regulatory framework and methodological approaches to the assessment of the effectiveness of budget spending. Proposed by generalizing the definition of cost-effectiveness, as it is understood in the federal legislation, and on this basis - method of estimating the efficiency of budget spending in public programs. This technique, in contrast to the methodological approaches represented in the federal regulatory framework, allows to estimate state programs in the dynamics of the entire period of their realization.
