‚Kollegiale Arbeitnehmerueberlassung’ – Chancen und Probleme des zwischenbetrieblichen Personaltransfers auf Basis von Tarifverträgen (Chances and Problems of Tempory Work based on Collective Agreements)
Abstract
Angesichts der Ausweitung des Leiharbeitseinsatzes, der zum Teil mit negativen Folgen für die Arbeitnehmer verbunden sein kann, suchen Gewerkschaften nach Moeglichkeiten zur ‚Humanisierung’ der Leiharbeit. Eine bislang wenig beachtete Alternative zur Leiharbeit stellt dabei die sog. ‚kollegiale Arbeitnehmerueberlassung’ dar, die auf Basis eines Tarifvertrages den Austausch von Personal zwischen Unternehmen ermöglicht. Anhand von zwei Fallbeispielen wird untersucht, unter welchen Bedingungen kollegiale Arbeitnehmerüberlassung funktioniert und welche Folgen diese Form des Personaltransfers für Betriebe und Beschäftigte besitzen kann. Die Ergebnisse zeigen, dass kollegiale Arbeitnehmerüberlassung eine gewerkschaftliche Strategie gegen die möglichen negativen Folgen gewerblicher Leiharbeit und gleichzeitig ein (zusätzliches) Instrument für Unternehmen sein kann, um die Personalflexibilität zu erhoehen.Download Info
