Abstract

[eng] Welfare benefits and household-money management practices : cognitive abilities, emotions and bank relationships . This paper explores the ways in which people who depend from welfare benefits differ in their experience of household-money management practices. We identify three kinds of practices : « rational », « ascetic » and « revenge » and suggest three explanations. First, cognitive abilities appears to be a determining factor, especially within a context of uncertainty. Second, to be financially dependant induces different kinds of emotions : guilt, revenge or indifference ; and these emotions affect management practices in two ways : elasticity income of welfare benefits and social comparison through consumption. Third, quality of bank relationships need to be considered. Instrumental or conflictual relations, control or subordination feeling, but also confidence and proximity : different kinds of relationships are identified which both shape and results from personal path. . JEL Classification : I30 [fre] En nous appuyant sur des enquêtes de terrain, nous proposons d’analyser l’hétérogénéité des comportements budgétaires des bénéficiaires de minima sociaux. Trois types de comportements sont identifiés : gestion « rationalisée », « gestion ascétique » et gestion « de revanche ». Nous montrons que cette hétérogénéité résulte de trois facteurs. Interviennent en premier lieu les capacités cognitives des personnes, d’autant plus déterminantes dans un contexte de très forte incertitude. Interviennent ensuite les émotions suscitées par le vécu de l’assistance. Intervient enfin la qualité des relations bancaires : relations instrumentales ou conflictuelles, sentiment de contrôle ou au contraire de dépossession mais aussi relations de confiance et de proximité : tel est l’éventail des formes de relations nouées, à la fois résultat et partie prenante des trajectoires d’assistance. .
