Termelés és innováció - tanulságok a hazai iparpolitika számára
[Manufacturing and innovation - lessons for Hungarian industry policy]

Abstract

Az innovációs feladatok gyártástól való elválasztása az innovációs képesség csökkenéséhez, illetve a közösségi termelési képességek leépüléséhez vezet. Ezzel párhuzamosan a kiszervezésre szerződött vállalatok a termelés növelése mellett egyre magasabb hozzáadott értékű feladatok ellátását szerezhetik meg. A termelési tapasztalat nemcsak növelheti a termelékenységet, de javíthatja az innovációs képességeket is. E gondolatmenet az innováció evolucionista megközelítésébe illeszkedik, amely - szemben a főáram jellemzően K + F-re összpontosító megközelítésével - a tanulás és az interakciók szerepét hangsúlyozza az innovációs teljesítményben. Cikkünk a termelés és innováció kapcsolatának szemszögéből vizsgálja a magyar gazdaságot. Fő következtetésünk, hogy a gazdaságpolitikának az állami K + F-kiadások növelése mellett a termelésből eredő - jelenleg alacsony szintű - tovagyűrűző hatásokra kell koncentrálnia, ugyanis a többnyire elszigetelten működő külföldi tulajdonú vállalatok súlya mind a feldolgozóiparban, mind a vállalati K + F-ben jelentős, miközben a hazai vállalati szereplők abszorpciós képessége gyenge: egyes szektorokban hiányoznak a hazai szereplők, valamint azok a nemzeti bajnokok, amelyeknél méretükből és technológiai színvonalukból adódóan a pozitív hatások lecsapódhatnának. A termelés externális hatásainak élénkítéséhez olyan befektetéseket kell ösztönözni, amelyek esetében vannak meghatározó iparági szereplők. Az innovációs képességek fejlesztéséhez elengedhetetlen feltétel a verseny, ezért állami vagy államhoz közeli vállalatok ezt az űrt nem képesek betölteni.* Journal of Economic Literature (JEL) kód: L33, L50, M11.
