Kihelyezési hullám. A piac térhódítása a vállalati hierarchiák rovására
[Outsourcing wave Expansion of the market at the expense of enterprise hierarchies]

Abstract

A cikk a fejlett gazdaságokban elindult kihelyezési hullámmal foglalkozik, amelynek sodrában a vállalatok a korábban házon belül megoldott feladatokat és funkciókat külső vállalkozókra bízzák, átadva gyakran erőforrásaikat, berendezéseiket s olykor munkatársaikat is. Az outsourcinghoz hasonló jelenségeket korábban is tapasztalhattunk, új azonban a kihelyezési folyamat intenzitása és az, hogy nemcsak periférikus funkciókat adnak ki "szerződéses üzemeltetésbe", hanem olyan, a vállalat működésének szívét-lelkét jelentő részlegeket is, mint az informatikai rendszer, a könyvelés vagy a humán menedzsment. Különösen az információs rendszer kihelyezése vonta magára a figyelmet, ezért az outsourcingot sokan azonosítják az információs technológiák kihelyezésével. A szerző szerint azonban ennél többről van szó. Az outsourcing más üzletágakban is terjed, s átfogja az állami és a nonprofit szektort is. A nagyvállalatok - mind több funkciótól megszabadulva - sajátos intellektuális holdingokká válnak, amelyek megtartva az irányítási, szabályozási és marketingfeladatokat, szinte az egész termelési folyamatukat kihelyezik. Ennek következtében a nagy cégek hálózatszerű alakzatba rendeződnek, korábbi munkavállalóikból pedig "bérelt puskákkal nyargaló nomádok" lesznek. A szerző a folyamat előnyei, jellegzetességei és mozgatórugói mellett rámutat annak korlátaira is. Végső következtetése azonban az, hogy mivel az outsourcing mögött korszakformáló gazdasági és technológiai erők mozognak, a kihelyezési trend további erősödése várható.
