La política agroalimentaria : Sus efectos probables sobre oferta y consumo (1987- 92)

Abstract

Existe cierta tendencia, en la literatura latinoamericana, para identificar la seguridad alimentaria con la autosuficiencia alimentaria. Esta tendencia es manifiesta en los términos de referencia para una estrategia andina en seguridad alimentaria (Tobón, 1983; J UNAC, 1984), en Rey de Serra (1985) y en Machado (1986), entre otros. El mismo proceso de asimilación está en cambio ausente de la literatura internacional. Esta tiende a cenirse mucho más de cerca a la concepción básica de la seguridad alimentaria y a enfatizar asimismo los aspectos de demanda y de riesgo en un contexto de pobreza. Los estudios de Valdés y Konandreas (1981), así como las definiciones de la FAO/CFS (1983) y del Banco Mundial (1986) son acordes con esta concepción. En la misma América Latina, también lo son las de la Comisión del Acuerdo de Cartagena (J UNAC, 1983) y del PAN (1979). La discusión también se suele plantear en términos más amplios, como una alternativa estratégica entre una atención inmediata a los requerimientos de la demanda Tomás Uribe y Rosario Córdoba de alimentos y el logro del mismo resultado pero a mayor término, como producto de una estrategia de estímulo a la producción a naturaleza del estímulo desempena naturalmente un papel clave en la discusión. El presente análisis pretende mostrar, a la luz de la nueva política colombiana para el sector agropecuario, que la respectiva escogencia no puede dejar de consultar un criterio de equidad, mediante la cuantificación explícita del impacto probable en función de la distribución de ingresos. El Plan de Economía Social toma como población objetivo al 40% más pobre de los colombianos, al tiempo que la política sectorial recurre principalmente al incentivo del precio para impulsar la oferta agropecuaria y apuntar, así, a una mayor autosuficiencia alimentaria.
