Abstract

Resumen Una de las preocupaciones permanentes de los gobiernos en las ciudades se refiere a los asentamientos precarios. Las políticas de vivienda orientadas a reducirlos han sido insuficientes. En este artículo, se propone un esquema de financiamiento para la reducción de asentamientos precarios, a partir de las rentas del suelo que se generan en las ciudades. El esquema se basa en los aportes teóricos de Samuelson -locus de posibilidades y locus de eficiencia-, desarrollados por Graaff (1949) para el caso específico de los aranceles, adaptados en este caso al tema de las rentas del suelo y los asentamientos precarios. ***************** Abstract One of the continuing concerns of governments in cities are slums. Housing policies designed to reduce them have been insufficient. In this paper, we propose a financing scheme for reducing slums from land rents generated in cities. The scheme is based on the theoretical contributions of Samuelsonlocus locus of possibilities and efficiency-developed by Graaff (1949) for the specific case of tariffs, adapted in this case to the issue of land rents and squatter settlements.
