La eficiencia y la equidad en la fijación de precios de los servicios públicos: evolución de la teoría de la tarifa óptima en dos partes y el caso del servicio de agua potable

Abstract

Este artículo muestra una perspectiva teórica sobre la fijación de precios en el diseno de tarifas óptimas (la tarifa óptima en dos partes) para el servicio municipal de suministro de agua en un contexto urbano. La complejidad de la fijación de precios consiste en que debe responder a la consecución de objetivos múltiples, entre estos los de eficiencia, equidad, racionalidad y acceso al servicio, aspectos financieros, aceptabilidad pública y transparencia. Este artículo se enmarca en el enfoque normativo de la economía del bienestar, desde el cual se analiza la fijación de precios bajo un sistema de precios no lineales (tarifa en dos partes) y el papel que tienen los criterios de eficiencia y equidad como criterios básicos de fijación de precios en este contexto teórico y práctico.
