Auswirkungen des demographischen Wandels auf die kommunalen Ausgaben im Freistaat Sachsen

Abstract

Die Bevölkerung des Freistaates wird bis zum Jahr 2020 um etwa acht Prozent zurückgehen, wobei diese landesweite demographische Entwicklung in den Teilregionen Sachsens jedoch durchaus heterogen verläuft. Der demographische Wandel hat tiefgreifende Konsequenzen für die Einnahmen- wie auch die Ausgabenseite der kommunalen Haushalte. Durch den Einwohnerrückgang im Land werden in Zukunft den Kommunen insgesamt weniger Mittel zur Verfügung stehen, da die Einnahmen des Freistaates sehr stark an die Bevölkerungszahl gekoppelt sind. Dies kann auch auf der Ausgabenseite nicht ohne Folgen bleiben. Der vorliegende Beitrag widmet sich der Frage, ob es für die Kommunen überhaupt möglich ist, ihre Ausgaben im Gleichschritt mit der schrumpfenden Bevölkerung zu senken. Die Ergebnisse zeigen, dass in wichtigen Bereichen des öffentlichen Leistungsangebots Kostensenkungen sehr gut realisierbar sind.
