Regional economic effects of the Ring Road project in the Greater Tokyo Area: A spatial CGE approach

Abstract

We build a spatial computable general equilibrium model to assess the spatial economic impacts of the completion of ring road sections on the highway network system in the Greater Tokyo Area. Although every prefecture obtains positive benefits in terms of the prefectural sum, some municipalities experience negative benefits. The outputs of the service sector are less tradable than those of the primary and manufacturing sectors, and they increase for a broader area. The regions with net production increases in all sectors gain positive benefits. Meanwhile, several municipalities whose production decreases in all sectors experience welfare improvements. Se desarrolló un modelo espacial de equilibrio general computable para evaluar los impactos económicos espaciales de la finalización de tramos de la carretera de circunvalación en la red de carreteras del área del Gran Tokio. Aunque todas las prefecturas obtienen beneficios positivos en cuanto a la suma por prefectura, algunos municipios experimentan beneficios negativos. Los productos del sector de los servicios son menos comercializables que los de los sectores primario y manufacturero, y aumentan para un área más amplia. Las regiones con aumentos netos de la producción en todos los sectores obtienen beneficios positivos. Al mismo tiempo, varios municipios cuya producción disminuye en todos los sectores experimentan mejoras en el bienestar. 本稿では、空間的応用一般均衡モデルを構築して、日本の首都圏の高速道路ネットワークシステムにおける環状道路の完成による空間経済的影響を評価する。各都県の合計では、いずれもプラスの効果が得られているが、一部の市町村ではマイナスの効果が認められる。サービス産業のアウトプットは、一次産業や製造業に比べて取引される可能性が低いが、より広範な地域で増加している。すべての産業部門で純生産高が増加している地域では、プラスのベネフィットが得られている。一方、すべての部門で生産高が減少している市町村の中には、社会保障(welfare)が改善されているところがある。
