Abstract

Innovationen sind für das Wirtschaftswachstum von grundlegender Bedeutung. Regierungen soll- ten daher Anreize für Unternehmen setzen, verstärkt in Innovationen zu investieren. Bei FuE- Investitionen verliert Europa gegenüber seinen asiatischen Konkurrenten immer mehr an Boden und kann auch mit den USA kaum Schritt halten. Darüber hinaus fallen die Renditen von Innova- tionen in Europa deutlich niedriger aus als in anderen Ländern. Grund für diese Entwicklungen sind ein relativ schwaches Innovationsverhalten kleiner und mittlerer Unternehmen (KMU), die zu langsame Verbreitung innovativer Technologien und der zunehmende Wettbewerb auf dem Markt für Innovationen. Vor diesem Hintergrund haben sich Vertreterinnen und Vertreter aus Wis- senschaft und Politik für einen neuen Ansatz in der europäischen Innovationspolitik ausgespro- chen, der sowohl die Entwicklung disruptiver Innovationen als auch die Diffusion neuer Techno- logien durch den Markt stärker fördert.
