Zwischen Bürgerversicherung und Kopfpauschale : Vorschläge für eine tragfähige Kompromisslösung

Abstract

Das Papier liefert einen Beitrag zur aktuellen Diskussion über die Finanzierung des Gesundheitswesens. Es werden die Problemfelder und mögliche Lösungen aufgezeigt. Der vom wissenschaftlichen Beirat des Bundesfinanzministeriums vorgeschlagene Gesundheitsfonds erweist sich dabei in mehrfacher Hinsicht als hilfreiches Instrument. So könnten ohne bürokratischen Aufwand Steuermittel zur Finanzierung der bisherigen versicherungsfremden Leistungen in das Gesundheitssystem gebracht werden. Gleichzeitig könnten damit auch die Grundlagen für einen fairen Wettbewerb unter den gesetzlichen Kassen sowie zwischen gesetzlicher und privater Krankenversicherung geschaffen werden.
