Reformstrategien und staatliche Handlungskapazitäten: Eine vergleichende Analyse institutionellen Wandels in der Telekommunikation in Westeuropa

Abstract

Die vorliegende Studie enthält eine vergleichende empirische Analyse des institutionellen Wandels in der Telekommunikation in vier westeuropäischen Ländern: Großbritannien, Frank.reich, Italien und der Bundesrepublik Deutschland. In allen diesen Ländern gerieten die institutionellen Strukturen des Telekommunikationssektors in den 80er Jahren unter starken (technologischen) Veränderungsdruck; die politischen Reaktionen hierauf varrierten aber trotz ähnlicher Ausgangsbedingungen erheblich. Die Erklärung dieser Unterschiede steht im Mittelpunkt der Untersuchung. Ihre zentrale These lautet, daß der institutionelle Strukturwandel im Telekommunikationssektor zwar technologisch stimuliert, die nationalen Reformprofile letztlich aber über staatliches Handeln gestaltet wurden. Hierbei waren zwei politische Variablen von entscheidender Bedeutung: die strategischen Handlungsorientierungen der politischen Akteure einerseits, die politisch-institutionellen Durchsetzungsbedingungen dieser Strategien andererseits.
