Impulse für eine mögliche Weiterentwicklung der Gemeinschaftsaufgabe "Verbesserung der Agrarstruktur und des Küstenschutzes" (GAK) hinsichtlich der Ausrichtung an den politischen Zielen laut Koalitionsvertrag

Abstract

Im Koalitionsvertrag der Bundesregierungsparteien SPD, Bündnis 90/Die Grünen und FDP ist festgehalten, dass die Gemeinschaftsaufgabe 'Verbesserung der Agrarstruktur und des Küstenschutzes' (GAK) stärker an den Zielen der Koalition ausgerichtet werden solle. Das Bundesministerium für Ernährung und Landwirtschaft (BMEL) bat das Thünen-Institut um eine Stellungnahme zu den hierzu bestehenden Möglichkeiten, die diesem Working Paper zugrunde liegt. Es ist als Impulspapier zu verstehen, das in unterschiedlicher Detailtiefe Denkanstöße für mögliche Weiterentwicklungen der GAK im Hinblick auf eine stärkere Berücksichtigung der Ziele Naturschutz und Biodiversität, Ökolandbau, Klimaschutz und Anpassung an den Klimawandel sowie ländliche Entwicklung gibt. Diese Denkanstöße adressieren sowohl eine mögliche Weiterentwicklung der GAK insgesamt als auch eine Weiterentwicklung der bestehenden Förderbereiche und Sonderrahmenpläne.
