Abstract

Die Forderung nach einer Stärkung der Tarifbindung stützt sich auf die Annahme, dass tarifliche Arbeitsbedingungen besser und gerechter sind als individuell ausgehandelte. Dabei wird sich insbesondere auf die Lohnwirkung von Tarifverträgen konzentriert. Das Argument: Da in tarifgebundenen Unternehmen höhere Löhne gezahlt werden, sollten möglichst viele nach Tarif zahlen. Diese Schlussfolgerung ist jedoch aus mehreren Gründen kritikwürdig. Zudem kann eine wirkliche Stärkung der Tarifbindung nur über eine Stärkung der Tarifpartner gelingen.
