Vertrauen in die Mindestlohnanpassung wiederherstellen

Abstract

In der vorliegenden Stellungnahme wird überlegt, wie sich das Vertrauen in den institutionellen Prozess der Mindestlohnanpassung wiederherstellen lässt. Die Mindestlohnkommission muss sich vor ihrem nächsten Anpassungsbeschluss eine neue Geschäftsordnung geben, in der das Anpassungsverfahren konkretisiert wird. Im Mittelpunkt der folgenden Stellungnahme steht daher die Frage, woran sich künftige Mindestlohnanpassungen orientieren sollen. Abschnitt 2 geht auf die Frage ein, welcher Tariflohnindex - mit oder ohne Sonderzahlungen - angesichts der großen Bedeutung tariflicher Einmalzahlungen (Corona-Prämien, Inflationsausgleichsprämien) als Orientierungsmaß einer nachlaufenden Tariflohnentwicklung herangezogen werden sollte. Abschnitt 3 analysiert, inwieweit der Mindestlohn armutsvermeidend wirkt und inwiefern ein Mindestlohn von 12 Euro je Stunde Anfang 2024 - für diesen Zeitpunkt dürfte die nächste Mindestlohnanpassung zu erwarten sein - einem "Living Wage" entspricht. Abschnitt 4 enthält Empfehlungen zum Anpassungsmechanismus.
