Wohneigentumspolitik und Wohnungsbau in NRW: Stellungnahme zum Antrag 17/12925

Abstract

Wohneigentum verdient in NRW und im gesamten Bundesgebiet mehr Aufmerksamkeit. Hier bestehen große Chancen, die Altersvorsorge vieler Bürger zu verbessern, die Vermögensverteilung gleichmäßiger zu gestalten und sogar Wohnkosten zu reduzieren. Dazu sollten aber Hemmnisse in der Wohneigentumsbildung überwunden werden. Beim Wohnungsbau muss jedoch differenziert werden: In Ballungsgebieten braucht es noch mehr Engagement bei der Baulandausweisung, in schrumpfenden Kommunen muss dagegen umsichtig gehandelt werden, um Leerstand zu vermeiden. Eine besondere Herausforderung stellt dabei der Bau von Einfamilienhäusern dar, da sie besonders viel Fläche erfordern, andererseits es aber eine starke Präferenz für diese Wohnform gibt. In Ballungsgebieten sollte daher geprüft werden, ob auch flächensparende Einfamilienhausprojekte umgesetzt werden können. In schrumpfenden Kommunen sollte die Nachfrage vor allem auf den Bestand gelenkt werden. Das Programm "Jung kauft alt" ist daher ein sinnvolles Instrument, darüber hinaus sollte auch der Ersatzneubau stärker in den Blick genommen werden.
