Steigende Förderkosten bei der Windkraft: Genehmigungsstau bremst Wettbewerb

Abstract

Seit 2014 liegt die EEG-Umlage bei über 6 ct/kWh und macht einen erheblichen Teil der deutschen Verbraucherstrompreise aus. Um die Förderkosten nicht weiter steigen zu lassen, werden seit 2017 die Fördersätze für Windenergie wettbewerblich ausgeschrieben. Dadurch war in den ersten Ausschreibungsrunden ein deutliches Kostensenkungspotenzial erkennbar. Mit zunehmenden Problemen bei den Genehmigungen neuer Anlagen schwindet allerdings die Teilnahme an den Ausschreibungen, was zu einem deutlichen Anstieg der Gebotspreise und der langfristigen Förderkosten führt.
