Große Summen, offene Fragen: Der deutsche Verteidigungshaushalt 2027

Abstract

* Die deutschen Verteidigungsausgaben haben sich zwischen 2022 und 2027 mehr als verdoppelt und erreichen mit rund 3 Prozent des Bruttoinlandsprodukts ein sehr hohes, historisch jedoch keineswegs beispielloses Niveau. Dieser Aufwuchs kann sowohl für die Sicherheit als auch für die Wirtschaft wichtige Impulse setzen. * Im Haushaltsentwurf 2027 verschiebt sich das Gewicht innerhalb der Verteidigungsausgaben deutlich zugunsten der militärischen Beschaffung, deren Anteil an den Gesamtausgaben auf über 40 Prozent (2027) steigt. * Unter den größten Beschaffungstiteln (rund 50 Mrd. Euro, etwa 83 Prozent des gesamten Beschaffungsvolumens) dominieren weiterhin etablierte Waffensysteme, Munition und Feldzeugmaterial; neue Technologien wie Drohnen, unbemannte oder autonome Systeme spielen eine untergeordnete Rolle. Bei strategischen Fähigkeiten wie der Satellitenkommunikation setzt Deutschland eher auf nationale statt europäisch gebündelte Lösungen. * Forschung und Entwicklung sind zentral sowohl für militärische Fähigkeiten als auch für wirtschaftliches Wachstum, verharren im Haushaltsentwurf 2027 aber auf niedrigem Niveau: Ihr Anteil an den Verteidigungsausgaben liegt trotz nominal steigender Summen unverändert bei 3 bis 4 Prozent.
