Italien am Scheideweg: Wachstumsschwäche erfordert weitere Reformen

Abstract

Die Wirtschaft Italiens befindet sich in einer langjährigen Schwächephase. Das niedrige Wachstum der gesamtwirtschaftlichen Produktion ist umso problematischer, als es die Finanzierung der hohen Staatsschulden erschwert und so Zweifel an der Solvenz des Staates nährt. Die von der Regierung Renzi vorgeschlagene Verfassungsreform soll dazu führen, dass notwendige Reformen zukünftig leichter umgesetzt werden können. Vor diesem Hintergrund erfolgt in diesem Beitrag eine Bestandsaufnahme der wirtschaftlichen Situation Italiens aus gesamtwirtschaftlicher Sicht. Zudem werden die in den vergangenen Jahren eingeleiteten Strukturreformen skizziert und Ergebnisse von Modellrechnungen sowie ersten empirischen Untersuchungen über die zu erwartenden Effekte vorgestellt. Alles in allem sind die bislang eingeleiteten Reformen offenbar durchaus geeignet, zu einer Revitalisierung der italienischen Wirtschaft beizutragen. Allerdings sind die zu erwartenden Effekte nicht so groß, dass sie das Bild einer nur schwachen wirtschaftlichen Dynamik in Italien grundsätzlich ändern würden.
