Die Corona-Krise in Hamburg und Schleswig-Holstein: Eine Zwischenbilanz

Abstract

In der Studie, die im Rahmen des gemeinsamen Projekts 'Norddeutschland und die Corona-Krise: Wirtschaftliche Folgen und wirtschaftspolitischer Handlungsbedarf' des Instituts für Weltwirtschaft (IfW) und der NORDAKADEMIE Hochschule der Wirtschaft erstellt wurde, wird eine Zwischenbilanz der wirtschaftlichen Folge der Corona-Krise für Hamburg und Schleswig-Holstein gezogen. Die Autoren geben einen Überblick über die Auswirkungen der Pandemie und der Pandemiebekämpfung auf Wirtschaftsleistung und Beschäftigung in den beiden Bundesländern im Verlauf des Jahres 2020. Es wird die Entwicklung in den einzelnen Branchen analysiert und es werden "Gewinner" und "Verlierer" der Krise identifiziert. Die Hilfsprogramme des Bundes sowie Hamburgs und Schleswig-Holsteins werden dargestellt und bewertet, wobei die Bilanz in den ersten 11 Monaten der Corona-Krise durchwachsen ausfällt. Angesichts der Schwächen des bisherigen Förderkatalogs wird der vom IfW entworfene Hilfsmechanismus des "Kieler Modells für betriebliche Stabilisierungshilfen" als wirtschaftspolitische Alternative präsentiert.
