Kommunale SeniorInnenförderung im Lichte knapper kommunaler Haushalte

Abstract

Die hohen Sozialausgaben belasten die Kommunen im Ruhrgebiet überdurchschnittlich und schränken ihre Handlungsfähigkeit stark ein. Ein wichtiger Kostenfaktor ist die Hilfe zur Pflege. Mittlerweile müssen im Ruhrgebiet rund 35 % aller stationär versorgten Pflegebedürftigen auf diese Hilfe zurückgreifen, wobei es starke regionale Unterschiede gibt und Duisburg mit einem Anteil von 45 % die höchsten Anteile aufweist. Eine vorbeugende Sozialpolitik und SeniorInnenförderung hin zu Care Communities könnte nicht nur die Lebensqualität der Menschen vor Ort verbessern, sondern auch Kommunen finanziell entlasten. Hierfür bedarf es einer Stärkung der kommunalen finanziellen Handlungs- sowie Steuerungsfähigkeit.
