Kommunale Haushalte im Lichte der aktuellen Krisen

Abstract

Die finanzielle Lage der Kommunen ist regional sehr unterschiedlich. Insbesondere periphere Räume Ost- sowie altindustrielle Städte Westdeutschlands weisen eine geringe Steuerkraft auf. Auch die Emscher-Lippe-Region ist hiervon stark betroffen und fällt im Vergleich weiter zurück. Geringe Steuerkraft und hohe Schuldenlast beengen die Spielräume für kommunales Handeln. • Um die kommunale Selbstverwaltung für die zunehmenden Aufgaben- zum Beispiel für die der Klimaneutralität - zu stärken, müssen andere Finanzquellen her, da Bund und Länder vor dem Hintergrund der Schuldenbremse nicht mehr Mittel bereitstellen werden. • Es gilt zu überlegen, einen Teil der bestehenden Fördermittel für die Kommunen ohne Zweckbindung bereit zu stellen. Um hierbei die Disparitäten zwischen den Kommunen weiter zu reduzieren, sollten bei der Verteilung dieser freien Mittel Kohäsionskriterien zugrunde gelegt werden. Hierzu könnte auch das etablierte Instrument des Kommunalen Finanzausgleichs gestärkt werden. • Eine Reduktion der Fördermittel zu Gunsten freier Mittel darf dabei nicht zur Lasten von Innovationen und interkommunalem Lernen gehen.
