Grüner Stahl: Strategische Industriepolitik für eine zukunftsfeste Stahlindustrie

Abstract

Die klimaneutrale Stahlproduktion in Deutschland ist wettbewerbsfähig, wenn die Politik einen kohärenten industriepolitischen Rahmen setzt: einen Industriestrompreis von 50 Euro/MWh und einen Industriewasserstoffpreis von 120 Euro/ MWh für tarifgebundene Unternehmen, außerdem Investitionsförderung, Buy-European-Regel für öffentliche Beschaffung und Zölle auf Importe aus Ländern mit niedrigen Arbeits- und Umweltstandards. Die Herstellungskosten liegen in diesem Fall bei rund 590 Euro je Tonne Rohstahl und damit unter dem Stahlpreis der letzten Jahre. Stahlproduktion in Deutschland hat Zukunft, aber nur wenn die Politik die notwendigen Rahmenbedingungen schafft.
