Branchenanalyse Schienenverkehr. Schienenverkehr im europäischen Vergleich: Empfehlungen für eine bessere Bahn in Deutschland

Abstract

Die Unzulänglichkeiten der Bahn in Deutschland sind bekannt: Zugausfälle, Verspätungen, Streckensperrungen, Stellwerk- und Signalprobleme. Doch was muss getan werden, um ihre Leistungen zu verbessern? Die Studie vergleicht die Situation in Deutschland mit der in Österreich, der Schweiz, Frankreich, Spanien und Polen, sodass sich auch ein differenziertes Bild von integrierten und getrennten Systemen zeichnen lässt. Fünf zentrale Handlungsfelder für eine Wende in der Bahnpolitik werden herausgearbeitet: die gesicherte langfristige Finanzierung, die an Zielen orientierte Finanzierung und Steuerung der Bahn, die staatliche Verantwortung für die gemeinwohlorientierten Unternehmensteile, die konsequente Digitalisierung und eine integrierte Verkehrspolitik.
