Abstract

Das Working Paper bilanziert die Veränderungen der normativen und institutionellen Basis der Arbeitsmarktpolitik der letzten Jahre. Es zeigt normative Inkohärenzen, institutionelle Inkonsistenzen, Schnittstellenprobleme und mögliche Handlungsoptionen auf. Es werden Veränderungsbedarfe skizziert, die notwendig wären um diesen Teil der sozialstaatlichen Grundordnung den veränderten Realitäten am Arbeitsmarkt so anzupassen, dass Übergänge zwischen Beschäftigungen und Einstiege bzw. Wiedereinstiege in Erwerbstätigkeit möglichst gelingen, Teilhabebarrieren abgebaut werden und die Legitimität des Sozialstaats in der Sicht seiner Nutzer/innen wieder steigt.
