Reformen der europäischen Politikverflechtung

Abstract

Politikentflechtung ist Gewaltenteilung. Was spricht für den Grundsatz der Gewaltenteilung? Erstens: Die Gewaltenteilung verhindert eine Anballung politischer Macht in der Hand einiger weniger - sie schützt daher die Bürger vor Übergriffen des Staates. Gewaltenteilung dient dem Freiheitsziel. Zweitens: Die Gewaltenteilung schafft klare Verantwortlichkeiten und erleichtert damit die demokratische Kontrolle. Die Bürger und ihre Informationsmedien können besser erkennen, wer versagt hat und wo die Korrektur ansetzen muss. Gewaltenteilung dient dem Demokratieziel. Drittens: Die Gewaltenteilung ermöglicht politische Arbeitsteilung und Spezialisierung. Die einzelnen staatlichen Institutionen können und müssen sich jede für sich auf die ihnen zugewiesenen Aufgaben konzentrieren. Gewaltenteilung dient insofern dem Effizienzziel. Diese drei Begründungen der Gewaltenteilung machen zugleich deutlich, wie die Politik zu entflechten ist. Denn es genügt ja nicht, die Macht irgendwie auf bestimmte Institutionen oder Akteure zu verteilen.
