Comment offrir à aux entreprises, en particulier les petites, une évaluation individualisée de leur qualité, leur permettant, d’une part, de mieux gérer leurs projets et leur développement et, d’autre part, de signaler leur qualité aux tiers, dont les banques. Le problème généralement rencontré par ces firmes et contre lequel tentent de lutter la plupart des modifications des circuits et modalités de financement instaurés par la puissance publique est la défiance qu’elles inspirent. Défiance non seulement de la part des banques et organismes de financement pratiquant un rationnement par les quantités, mais également des fournisseurs, voire des organismes de distributions d’aides et subventions qui, soucieux de l’efficacité des politiques qu’ils mettent en oeuvre, tâchent d’éviter le saupoudrage et d’affecter des fonds aux entreprises dont la survie n’est pas assurée.
