Abstract

Die Hitze und Trockenheit der letzten Wochen haben die Gesundheit und das Wohlbefinden vieler Personen beeinträchtigt. Unmittelbar sicht- und greifbare wirtschaftliche Schäden hat vor allem der österreichische Agrarsektor erlitten. Der vorliegende WIFO Research Brief legt zunächst eine vorläufige Bewertung der im August 2026 beschlossenen Hilfsmaßnahmen vor. Hervorgehoben wird, dass erstmals bei einem derart großen Ereignis die Versicherten gegenüber Nicht-Versicherten nicht schlechter gestellt werden. Das Hauptaugenmerk richtet sich aber auf die Fragen, mit welchen Maßnahmen negative wirtschaftliche Auswirkungen begrenzt werden können und wie das in vielen Bereichen gut funktionierende System des Risikomanagements zukunftsfähig gemacht werden kann. Die Stärkung von Versicherungen und der Einsatz von Krediten zur Finanzierung von Klimawandelanpassungsmaßnahmen sind dabei marktkonforme Ansätze.
