Hohe Strompreise trotz günstiger Erneuerbarer?. Ein Vorschlag, CO 2 - und Strompreise teilweise zu entkoppeln

Abstract

Der europäische Stromgroßhandel erzeugt einen strukturellen Zielkonflikt: Obwohl erneuerbare Energien nahezu keine laufenden Kosten verursachen, treiben CO 2 -Zertifikatskosten fossiler Kraftwerke den einheitlichen Großhandelspreis nach oben. Die daraus resultierenden Zusatzerlöse nichtfossiler Erzeuger erhöhen die Großhandelskosten der Verbraucherseite, schwächen Anreize zur Elektrifizierung und belasten die industrielle Wettbewerbsfähigkeit. Das WIFO Working Paper 725/2026 ("A Market Design Proposal for Decoupling Carbon and Electricity Prices") schlägt eine Änderung der Abrechnung im Stromgroßhandel vor: Liegt der Day-Ahead-Preis über einem Schwellenwert, erhalten nichtfossile Kraftwerke den Marktpreis abzüglich eines CO 2 -Proxy-Abschlags. Der Mechanismus verteilt einen Teil der inframarginalen Renten an die Verbraucherseite um, ohne den CO 2 -Preis selbst oder die Einsatzreihenfolge der Kraftwerke zu verändern. Statische Berechnungen auf Basis stündlicher Daten für 2025 ergeben Einsparungen von rund 8,5% in Österreich und 4,7% in Deutschland (gemessen an den durchschnittlichen Beschaffungskosten auf dem Day-Ahead-Markt; Netzentgelte und Abgaben bleiben unberücksichtigt). Die größere Entlastung in Österreich ergibt sich daraus, dass in Hochpreisstunden überproportional viel Wasserkraft verfügbar ist. Eine Variante für Gaspreiskrisen hätte in der zweiten Jahreshälfte 2022 die durchschnittlichen Großhandelskosten um rund 30% (Österreich) bzw. 25% (Deutschland) gesenkt.
