Wie kann man die österreichische Exportindustrie während der COVID-19-Pandemie stärken?

Abstract

Der Beitrag skizziert Handlungsoptionen zur Stärkung der österreichischen Exportindustrie während der COVID-19-Pandemie. Die derzeitige Wirtschaftskrise zeigt Auswirkungen ungekannten Ausmaßes, die auch den Außenhandel erfassen und die ungünstige Entwicklung der österreichischen Exportwirtschaft infolge der Finanzmarkt- und Wirtschaftskrise 2008/09 beschleunigen und vertiefen dürften. Umfangreiche geld- und fiskalpolitische Maßnahmen tragen während der COVID-19-Pandemie zur Stabilisierung der Unternehmen bei, dennoch sind strukturpolitische Maßnahmen zur Exportdiversifikation und Steigerung der Resilienz notwendig. Das bedeutet eine intelligente Verschränkung von Technologiepolitik und Exportförderung mit dem Ziel der technologischen und geographischen Diversifikation des Exportportfolios. Wirtschaftspolitische Ansatzpunkte sind eine strategischen Standortpolitik, die Stärkung der Kompetenzbasis, die Förderung der Resilienz der Exportwirtschaft oder die Nutzung des Dienstleistungshandels in der Sachgütererzeugung.
