Abstract

De kwaliteit van het onderwijs is een zaak van algemeen belang. Iedere leerling heeft belang bij uitstekend onderwijs. Dit kan alleen als er voldoende kwalitatief goede leraren zijn. Wanneer dit niet het geval is, staan de kwaliteit van het onderwijs en de gelijke kansen voor leerlingen onder druk. Aan beleid om lerarentekorten te voorkomen of terug te dringen heeft het nooit ontbroken, zo laat deze studie zien. Maar gezien de huidige en verwachte tekorten is het beleid onvoldoende effectief. Wat leert het verleden ons, waar we in de toekomst het beleid gericht op de aanpak van het lerarentekort mee kunnen verbeteren? De historische analyse die in dit rapport centraal staat geeft daar antwoord op met de volgende hoofdvraag als vertrekpunt: Welke lessen kunnen worden getrokken uit de historische analyse van het beleid gericht op de lerarentekorten in het funderend onderwijs en wat betekent dit voor het ontwikkelen van toekomstig beleid?
