Marcos regulatorios de la IA: tendencias emergentes en la agenda legislativa argentina

Abstract

En un contexto global de creciente interés y discusión legislativa sobre la regulación y la gobernanza de la IA, este trabajo ofrece un análisis exhaustivo de las propuestas legislativas sobre inteligencia artificial (IA) actualmente en consideración en el Congreso de la Nación de Argentina (43 proyectos de ley). El informe identifica prioridades emergentes, enfoques regulatorios predominantes y temas ausentes en la agenda legislativa. Para ello, diseñamos un marco conceptual en torno a tres dimensiones principales de análisis de los proyectos: las características regulatorias, los factores habilitantes de la IA y sus posibles impactos. Buscamos contribuir a un debate informado en Argentina sobre la materia, así como aportar esquemas analíticos para comprender y comparar las distintas estrategias y discusiones regulatorias que se están dando en diferentes latitudes del mundo.
