The Evaluation of Public Policies in Spain: Misconceptions and Noncompliance

Abstract

The article reviews some basic questions related to the evaluation of public policies (who should evaluate? Where should the evaluation be carried out? What methodologies exist?), and reviews the experiences of policy evaluation in Spain. It then considers the law of Institutionalization of the Evaluation of Public Policies, carrying out a critical review of it. After a brief review of international experiences in this area, it ends with some considerations about the future of public policy evaluation.
